"Failed to create 'CertificateAuthority.Request' object."
when I try to do this. I've tried re-installing and
registering the latest ASP.NET framework and it doesn't
make any difference.
Please help me...

I believe the issue you are experiencing has to do with session state
turned off. Below are the steps to turn it back on.
- Open Internet Service Manager .
- Go to the properties page for the site where the certsrv is installed.
- Go to Home Directory tab. Under Application Settings click the
Configuration
button.
- Go to the App Options tab and check Enable Session State.
- Restart IIS service.
