Bounces being used to send spam??

My server has been blacklisted and I think I have worked out why, but
I'm not sure what to do now.

I've got IIS on Server 2003.

What seems to be happening is the spammer sends mail from <spam-
recipient> to bad-address@mydomain and then the bounced reply goes to
the poor old spam-recipient with an advert for watches or vi agra.

How do I stop bounces? I don't need them anyway? Or is the problem
something else?

Relaying is restricted to 127.0.0.1 and my fixed IP.

So that's it then? Bounce replies can't be switched off?
