Alert message on NNTP message post

Hello,

Hopefully I am using the correct terms here, but basically I would like to
know if it is possible to set up an Exchange (internal) newsgroup in such a
way that if a new message is posted, that a user gets an alert email.
Preferably, without making the recipient a moderator.

In addition, if anyone is aware of a good resource for the administration of
Exchange newsgroups, i would love to hear about it.
