Anyway, I've read somewhere that IC's own impressionist plug in can do this,
however, whenever I go through the list of styles I'm not seeing it.
Can someone point me in the right direction to either a good "FREE" IC plug
in for stripes, or directions on how to get the Impressionist Plugin to give
me this effect?

But all plug-ins that could be used in Image Composer were actually
Photoshop plug-ins. Even Impressionist is a Photoshop-compatible plug-in; I
use it in Photoshop.
You might try Googling for "stripes Photoshop plug-in" or some such.

I am not sure if this is what you want but IC does have a stripe effect.
Click onto "effects" button then in the category drop down menu click onto
"patterns". There is a stripes effect there.
For free compatible plugins, go to

"links and misc" button then scroll down until you see the "free compatible
plugins".
I always firstly save my downloads for freeware plugins and programmes in a
folder I call downloads. I back this up on disk. That way if something
happens to a programme or my computer, once restored, I have the plugins
handy. I'm glad I did this because also some of the freeware I have is no
longer available from the original source. eg eyecandy 3 and Starbits 7
