In DOS there are special character for hebrew. In order to see the special codes of hebrew character, I should open the source in the edit.com program, or use editors of windows that supports terminal fonts.
That works fine in windows 98 and perior, but since windows 2000 - there is a problem, that hebrew characters cannot be seen as hebrew (they are seen as Courier new, I suppose - includes a with two dots above it instead of hebrew character).
What is the problem of windows 2000 and XP - can I fix the problem so I can see normal hebrew characters (of dos = terminal font). Can I copy the terminal font of windows 98 installation to windows 2000 (I cannot see terminal.fon - the name is not obvious) ?

Yes you can. But 'Terminal' is the internal name of the font only. The files are APP862.FON and VGA862.FON.
But if you install these file froms Win98 you may get a confilict with the installed terminal fonts DOSAPP.FON and VGAOEM.FON. These are for codepage 437 and includes the same font sizes. And multiple instances of the same font size aren't supported by Windows. Maybe you see the hebrew chars (codepage 862) or still the latin chars (codepage 437). The VGAxxx.FON contains the 8x12 font only, DOSAPP or APPxxx contain all other sizes of the 'Raster Fonts'. You should decide what you need and deinstall the unused codepage. I've made a 10x19 font with codepage 862 that looks better, I think. Because Windows doesn't have a 10x19 font, there will be no conflict. http://www.uwe-sieber.de/files/new862.zip
How can I install/deinstall fonts on my computer ? If I understood you correctly : I should deinstall VGAOEM.FON and DOSAPP.FON, and should install APP862.FON and VGA862.FON (copied from windows 98 to font directory, I suppose).

In the Control Panel, open the Fonts section. Here you can delete fonts as known from normal files. If you want to get the 8x12 size in hebrew, delete VGAOEM.FON and install VGA862.FON. If you want the other sizes do it with DOSAPP and APP862.
Install new font thru the file menu: 'Install new font...'. It's not enough to copy the font files to the Fonts folder.
I have just deleted dosapp.fon and copy the app862.fon, and I have tried to open hebrew text file with hebrew characters - nothing special happens : the character are not hebrew (i.e it has a with two dots about it instead of hebrew character). The problem is in full screen mode or vga mode. Maybe there is another thing I should pay attention to. (I didn't find any vga862.fon, and I got app862.fon from the internet - maybe you can lead me where can I find those fonts on the internet, please).

APP862.FON contains raster fonts for the DOS-Box. There is no effect in fullscreen mode. If you are in window mode, open the system menu of the window -> Properties -> Font Select 'Raster Fonts' and a size.
