Premature "Processing web updates" and "Server Error: Cannot rename 'filename'"

For four months I have requested help from Interland (my web hosting service) to tell me why I am
receiving this error. Sometimes the error can be temporarily cleared by removing and reinstalling
FrontPage extensions. This is a bit extreme when I get this error now nearly every time I publish.
Sometimes I must publish as many as six times to get a single set of changes transferred.

Here's what I do: After making changes to several pages on my site (it's about 50 MB and several
hundred files), I try to publish. Everything seems to be working fine until the MS FrontPage
progress dialog box stops after showing about one-third of everything has been transferred. Usually
there is a delay of about a minute, and then I get a message such as:

Server error: Cannot rename "d:\64.225.66.126\Lab\Library\Delphi\Graphics\Algorithms.htm"

If I just keep re-publishing and re-publishing I can get everything transferred, but this is very,
very frustrating.

When this error first occurred, it only happened with files > 700 KB or so. A file with the same
name but smaller, say 200 KB, would publish quite nicely. Recently, however, the error occurs with
files of any size. One file was only 5 KB.

A Google Search shows the following under "Troubleshooting Tips" on this page

you've encountered the "cannot rename" bug. This is a known bug in the FrontPage 2000 server
extensions. In this case you'll need to try publishing using the "drag and drop" method or "import"
method..."

Using the "drag and drop" or "import" method is impractical on a site the size of mine when it's
very important to keep an up-to-date offline copy. FrontPage has become basically worthless if
this problem cannot be solved. I can use WS_FTP and transfer the same files everytime, why can't
FrontPage do its job?

I have also seen the "Web is busy" error, but the "Cannot rename" happens much more often.

I go to a Microsoft site, such as MS TechNet, and search for this "well known" bug but I cannot find
anything by Microsoft about this. Why is a "well known" bug so hard to find on Microsoft's site?

Is there a fix or a workaround that Interland can apply to the Front Page Server to finally fix this
problem? Or should, I just dump FrontPage and learn to use WS_FTP?

If you're not using any of the FrontPage web-bot features, then dump it on the
server. Publish locally and just upload the files via FTP.
