When I am trying to create a layout table in design view, the preset table
layouts are not available to me. Also, I can't seem to figure out how to
align the text alongside pictures so that all of the text is aligned the same
vertically on each page.

1.
Turn layout tools for layout tables on or off
Show All
Hide All
The layout tools in Microsoft FrontPage are turned off by default.

Do one of the following:
Turn the layout tools on

On the Table menu, click Layout Tables and Cells.
In the Layout Tables and Cells task pane, add a layout table.
When you add a layout table, the tools turn on automatically.

Turn the layout tools off

Click the border of a layout table or cell.
In the Layout Tables and Cells task pane, click Show Layout Tool .
Tip

If you maintain a layout table or cell in a page with the layout tools
turned off, you can always turn the tools back on by clicking Show Layout
Tool .

2.
Select graphic
right click
choose picture properties
Select Appearance Tab
click the icon marked left
press ok

Let me know if this helps

Tip now out is: THUMBS.DB AND FRONTPAGE
http://frontpage-tips.com/ - FrontPage Tips
They are primarily for FrontPage 2003 but will be good
for earlier versions too.
