shared borders problem

I try to apply top, left and bottom borders to my pages, they show up in FP edit
view and in FP preview mode, but not in IE when I try to preview in the browser
the border content is not visible no matter how many times I hit F5-refresh.

Using FP2002.

Have tried deleting shared borders folder, (FP recreates it) have tried redoing
the content I want in the borders (i.e. my navigation). Have tried editing
manually the shared border files etc.

I have the _borders folder "visible" in windows will this make a difference?
(usually it is a "hidden" file).
Have also tried deleting frontpage temp files to no avail (it doesn't help much).

Also it keeps saying "borders will be over written if changed" etc.....

Any suggestions?

I should add, to my post below that some pages' borders come up OK but some
don't.

Look at the html of the pages that don't display for broken/missing tag pairs or open tables
- FP can not build the shared border tables (on file save) if your html is invalid
