screen tip layers and hyperlinks

I am using Frontpage 2003. My website contains several thumbnail photos.
When someone clicks on the photo a layer (screen tip) opens with information
about the photo. I've used onclick to open and onblur to close. This all
works well.

However, I put an additional hyperlink within the layer (screen tip) that
can be clicked for further information on the item. This would open a
completely new browser window with the further information. Unfortunately,
when this hyperlink is clicked, the layer simply closes.
I'm not a coder, so I have no idea where to go next. Ideally, when someone
clicks on this new hyperlink within the layer, I would like the layer to
close and the new browser to open.
Can anyone help........... and thanks in advance.
