php browser display not working

When I ask ew3 sp1 to display a ny php page in ie8 through the file menu, it
just displays the code in the browser.

That is normal - PHP pages must be viewed via a server.
Site->Site Settings - Preview tag
Tick the box "Use Microsoft Expression Development Server:"
and select "For all web pages"
Also fill in the path to the PHP executable which must also be installed.

Alternatively, publish to a server that runs PHP and check the pages there.
