New User - Old Mailbox

My SBS-2008 server had a hardware issue that cause corrupted system state,
etc. Rather than restore the old data onto new hardware, I decided to
install the OS and create the AD from scratch (we have less than 15 users). I
do have the original HDD with the original Exchange databases on it. The
Exchnage data is readable and not corrupted.

The problem is that I can't find a way to restore the user's mailbox data.
Some of the users have OST files, but some don't. I can't use RSG because
the users all have new GUID's, so Exmerge won't work.

Question: How can I get the old mailbox data, from the old HDD, into the new
mailboxes??

You could use an OST to PST conversion tool.

Alternately, you could use a lab to restore Exchange from the existing files
on the old HD and then extract each user 1 by 1 to PST.
