Exchange 2007 Troubleshooting

I have 2 users in the same AD domain (on an SBS 2008 box) that cannot send
mail to each other...

User 1 can send mail to other users inside the AD domain (or outside for
that matter), but when he sends mail to User 2, User 2 never sees it.

User 2 can send mail to all users inside the AD domain (or outside for that
matter), however, when User 1 receives an email from User 2 and replies,
again it doesn't get received by user 2.

In troubleshooting, I have used the Message Tracking tool and there are 3
records pertaining to any specific message between User 1 and User 2.

There is a SUBMIT with nothing out of the ordinary, a RECEIVE with a
MessageInfo field equal to '04I:', and a DELIVER record with a MessageInfo
equal to the message date/time.

However, the message never shows up in User 2's mailbox (either OWA or
Outlook 2007)... This scenario can be duplicated by User 1 sending a message
by either OWA or Outlook 2007 client). And, all of this just started
happening yesterday. Both users have been sending mail before yesterday for
months without any issues...

Any ideas?

Mailbox limits? Possibly one of the users is reaching his/her limit.
Anything in the Event log on the server when this happens? Check for
outlook rule or custom view that might have been set recently.
