Exchange 2003 SP2 Upgrade Failure

I was updating Exchange 2003 to SP2 and it failed when installing Microsoft
Exchange System Management Tools. The error message states "This application
has failed to start because mssadmws.dll was not found. Re-installing the
application may fix the problem."

I tried reintalling again after a restart but still failed with the same
error. Anyone experienced this or know what needs to be done?

Sounds like a corrupt SP2 file, have you tried re-downloading file and
attempting update again?
