I would like to set up the exchange server so that all mail that comes in
goes to one mailbox, but also gets delivered to the proper address. Or can I
deliver mail to two separate mailboxes?

If you're running Exchange Server 5.5 see the Journaling section of
the SP2 Readme.htm.

What I've done is to expose the E-mail address of a public folder (for
convenience, not strictly necessary) then use public folder rules. Look
at the properties of a public folder in Exchange Admin and un-check the
"hide from address book". The E-mail comes in to the public folder,
then a public folder rule sends a copy off to another mailbox or to a
distribution list.
