OWA 2003 FBA - dont work with NETBIOS server name

I have the following trouble, our customer have only one Exchange Server
2003 STD Spk2. This server have Windows CA Authority to provide SSL
Certificate... ok
IIS host no more websites, it´s just for Exchange running OWA troughout SSL,
like:
https://mail.DOMAIN.COM.BR/exchange or https://10.100.35.51/exchange or
https://NT_DC01.DOMAIN.local/Exchange.
** Both URLs use FormsAuthenticationBased and works fine!
But (here come the problem)...

When I try to access https://NT_DC01/Exchange, the FBA page open normally,
ask me about user and password but after supply and click at ´LOGON´ button,
didn´t logon and ask me again about user and password... [loop]
It seems that FBA dont work (understand as authenticate) with NETBIOS name
at URL or because the reffered server has the "_" character in the name!
Did someone see that?
How to fix it?
