Apostrophe in senders display name shows as escape character seque

I have an exchange 2003 SP2 environment that has been running for several
years. I have always had a curious issue where emails with senders names
that have an apostrophe will display in either Outlook or OWA as an escape
sequence of ' instead of the apostrophe. This is not to be confused with the
actual email address which does not contain an apostrophe, it is the senders
display name that then shows along with the email address.

I've put apostrophes in display names for years with no problems. Are you
sure that your apostrophes are the dumb apostrophes as opposed to the smart
apostrophes that Office applications stick in there when you enable smart
quotes?

I am fairly certain they are simple dumb apostrophe. To be sure, I have gone ahead and setup a test yahoo email account. I simply have a last name set as O'Brien and the result shown in exchange (whether outlook directly or OWA) shows the from as O&#39;Brien and not the entered O'Brien when I setup the account in yahoo.

The issue is receiving an email from someone that has an apostrophe for their name, hence setting up a yahoo email account as a test. The issue is Exchange shows the apostrophe as code, HTML I believe, instead of the apostrophe. If I create an exchange account that has a senders name with an apostrophe, it is received correctly. I have been testing further an found if I send an email from the same test yahoo account to say a gmail account, it shows correctly in gmail. If I send it to an exchange account (and I have found it's not just our exchange server, I have duplicated it on another exchange server), it shows as HTML code. So the question is, why does exchange interpret yahoo emails senders names differently?

What do the message headers show? Are you sure that Yahoo! isn't
translating the apostrophe into that code?

Looking at the headers between the two emails received from yahoo and
gmail, there is a difference.

Yahoo:

However, why does Exchange interpret things differently than other
email systems. This same email from Yahoo to gmail or to my personal
ISP (roadrunner) are displayed correctly with an apostrophe. I
certainly see that Yahoo is sending the HTML code for an apostrophe, but
why does one email system translate the code and the other doesn't?
