meeting invites

We have 2 users, User1 and User2.

On AD, User1's "Send on behalf" has User2 added.

The problem is when another individual sends a meeting invite to both User1
and User2, only User1 receives the invite but not User2.

Any suggestions on why this is happening?

Check User2's delegate status in Outlook, not Exchange ...something
funky is probably set therein.
