Recover Public Folder on Exchange 2010

Recently I deleted a Public Folder on Exchange 2010 by mistake. I tried to
restore the folder using Outlook but got the error:
Outlook was unable to recover some or all of the items in this folder. Make
sure you have the required permissions to recover items in this folder and
try again. If the problem persists contact your administrator.

I tried this on several other Exchange 2010 servers as a test and got the
same error each time. Is there something I am missing or is it possibly a bug?

I was able to recover the Public Folder using ExFolders but would like to
this via Outlook so that regular users can recover folders.
