POP3 authentication problems

I have just installed a new front end exchange server in our organization.
When I try to access it using a pop3 client it fails with a login error. I
have checked all services are running and mail is being delivered to all
other exchange servers in our environment.
When I try to telnet to this server threw port 110 I get connected with
success but when I enter my login name and password I get a error "The
specified module could not be found"

Here is the out put from a telnet session.
+OK Microsoft Exchange Server 2003 POP3 server version 6.5.7638.1
(exchange.domain.com) ready.
user %username%
+OK
pass %password%
-ERR The specified module could not be found.

This is the application eventlog entry

Ed,

Thanks for the post. It didn't help in this case. All services are running
and ISATQ.DLL is present on the server.
