Exchange 2007 disaster recovery, only have mailbox backup

It turns out I do not have a good backup. So I used the last resort to repair
the database and it hanged the server on the 5th step of the cleaning process
and it hanged the server. I do have mailbox backup from backup exec. I
understand its not the best way to restore, but is there any utility or
process to import these mailboxes to a blank database?

If you have mailbox level backup from BackupExec Symantecs Support Site for
restoring these into a new blank database.
