Just need to clarify a couple of points...

Is this Exchange 5.5?
Are the users you are adding local mailboxes or custom recipients?

In Exchange 5.5 local mailboxes need an x.400 address for general mail
functionality. If you have removed this you can make a change in Site
Addressing to regenerate all of them.
