Exchange 2003 / OWA Errors

We are in the process of migrating our old Exchange 5.5 (SP4+ on NT4/SP6+)
server to a new Exchange Server 2003 (SP1 on Windows Server 2003/all
hotfixes to-date aplpied).

OWA does not work at all.

Symptoms:
1) http://<exchange-server-2003>/exchange returns HTTP error 404 (not found)
2) Event Viewer (Application Log) shows:

Event ID: 1040, Source: MSExchangeMU, Type: Warning
Description:
Metabase Update failed replication 5 times with error 80070490
(Element not found.).
Please change the diagnostic logging level of MSExchangeMU to
'minimum' or
greater to find the source of the problem.
}
This event occurs every 15 minutes. Unfortunately, even though we've set
the diagnostic
level to 'maximum', no additional explanatory event is recorded.
3) There are *No* Exchange - related virtual directories are showing up on
IIS Manager.
(e.g. Exchange, ExAdmin, other? ...). The only Exchange - related
information existing
in IIS Manager are two Application Pools listed on the 'Application Pools'
subtree:
(ExchangeApplicationPool and ExchangeMobileBrowseApplicationPool)
4) When we try to open <org>/Administrative Groups/<group>/Folders/Public
Folders
we get an error message stating:

The operation failed because of an HTTP error 501 (Not implemented).
Verify that the ExAdmin virtual root exists on the destination server.

Is there a way to manually create the required virtual folders?
Is there anything else that we should check (for instance,
the status of any required Web Service Extensions)?
Any information will be greatly appreciated.

NOTES:
- OWA still works fine on the old Exchange 5.5 server (using SSL).
We're not using SSL yet on the new Exchange 2003.
- Exchange Setup failed the first time we tried it and we had to manually
remove some setup left-overs from Active Directory...

Reinstalling Exchange 2003 ought to re-create those directories. If it is
really bad, you may consider removing/reinstalling IIS, and then
reinstalling Exchange. That has always cured OWA/IIS-related issues for me.

Are there any special issues reguarding the uninstallation?
This is the only Exchange 2003 server in the orgnization.
No mailboxes have been moved to it yet, phew!

You mean uninstalling IIS? Nope - nothing special. Just go into the
Control Panel, Add/Remove Programs, Windows Components, uncheck IIS, let it
go through, then go right back in and re-check it to reinstall the
components. Once that is done, re-run Exchange setup, and from the install
type dropdown, choose Reinstall. Once that is complete, reinstall SP1 and
you are good to go. Unless these are symptoms of a larger problem, this
ought to fix IIS/OWA.
