Is there a way to set exchange 2003 to not retry messages that are sent to
non-valid email addresses? I still want to retry messages that can't be
delivered due to the remote server being down, network issues, etc. However,
I'm wondering if there is a way to immediately drop a message that is being
sent to an email address that does not exist.

Messages sent to invalid recipients should fail once with a 5xx SMTP
error. So, the funtionality you desire already exists.
