How can I access/create rules in Exchange 2007 OWA.

Rules aren't supported in OWA 2007

"Both Public Folders and Rules are being considered for a future release.
While these are known issues, and are taken very seriously by the OWA team,
we cannot make any commitment to features, ship vehicles (Premium only vs.
Premium & Light) or ship dates at this time (though we are *very* aware of
both of these specific feature requests)."
