Excel can convert some date/times correctly, but I've found it best to enter the
time as military time (but you could do 9:15 PM or 21:15 and the underlying
value will be equal--the formatted display may be different, though!)

I just like 19:15 and I don't have to be as careful. (9:15 PM <> 9:15PM)

and the formatting question.

Just select all the cells that you want to format first. (Rows/columns/ranges
or combinations, then format.) You'll be all set.
