In Excel 2003, it is possible to drag the fill color menu and make the menu
float. Is that possible in Excel 2007? I have tried but dont know how.

Hi
No, the feature to "snap" the colour palette away from the toolbar and
have it floating (and other floating toolbars) was removed when the
Ribbon was introduced in XL2007
