JPG file access denied, can't get permission changed

I have had to restore my WINXP professional after some foulups. I have Vipre
protection running and have no virus problems. I have disabled simple
security and have recovered access to almost all my files. I have partitions
C, F, G, and H; only C was restored completely, but access on other
partitions needed some attention.
I have about 1500 .jpg images on F which I can access but not display with
Photoplus. Machine is an HP 2450, running 32 bit, dual AMP processor.
