Connecting with IE is sporadic...XP OS on a Compaq

Frequently, when trying to connect using IE, my computer seems to be in a
loop of some kind and never connects....just sits there and grinds. Then,
after retries, it will finally connect and works fine after that point.

You're in the wrong newsgroup. This one, as its name suggests, is for
discussions relating to the .NET Framework - nothing to do with Internet
Explorer.

For discussions relating to Internet Explorer, please post in one of the
several newsgroups dedicated to Internet Explorer.
