I am using VS 2008 and the Datagrid component is grayed out in the
toolbox. Most of the tabs are grayed out. Is there a switch I need to
set, in order to get the items in the toolbox to be available?

Is it possible that you have set your preferences
to something other than "web development settings" ?
to something other than "web development settings" ?
Try resetting your settings to "Web Development Settings" :
"Tools", "Import and Export Setttings", "Reset All Settings".
