TabletPCInput Service stopped after touchscreen driver installed

I am developing device driver for a serial interface touch screen device for
Windows 7.

When the driver is installed, sometimes the Tablet PC Input service is first
started, but then stopped for some reason. When this happens, the touch
screen does not work, and I have to go to the control panel to start the
service manually to make the touch screen work again. However, this never
happens in Windows Vista.

I have checked the documents but found nothing about this issue, so I am
curious if anyone has idea how this could happen ?

The tablet pc input service is running when the device driver is installed,
but it is then stopped when sub digitizer device appears in the device
manager. I can't find any relative error messages of it.
