how do i edit/crop a clip art picture so i can print it out?

I have found some clip art pictures that i would like to print out but when i
try to there's a photo printing wizard error that says the wizard cannot
rotate picture to fit template correctly, Please convert the file to .jpg ,
.bmp , or .tif and try again and i don't know how to do that. It also says if
it's usually large resize it and try again and i don't know how to do that
either. Can anyone help me? I'd greatly appreciate it.
