Confused with HIPAA

I am not sure this is the right place, if not or there are better specific
places, please point me out.

Can anybody help me where to start ?

I have a customer - carservice who works mostly for Medicaid Transportations
Now the office changes electronic file formats...

Do I need to study >700 pages Implementaion Guide :(

You should be familiar with the implementation guides, but also take a look
at using the BizTalk accelerator for HIPAA

There is also a newsgroup specific for that,
microsoft.public.biztalk.accelerator.hipaa
