How to allow write to sbs 2003 SP1 FTP site

We have just setup a new SBS 2003 DELL server and the printer requires a FTP
site to send the scanned files to, we have loaded the FTP component and all
looks ok, we can log on and see all the files and folders but no way can we
get any client to write to the folder, we have even set everyone all
permissions, still no good, except if we start cmd at the server and them
ftp 192.168.16.2, then login and mkdir it works,

what am i doing wrong ?

Be careful here as you don't want to allow FTP writes from the Internet
("external" in ISA-speak). For our system's copier/scanner I had to add a
new ISA rule to allow FTP writes from the "internal network" to the "local
host".
