SMTP Auth for internal accounts

A site is having issues with spam addressed From:user@domain To: user@domain.
Is there any way of setting Exchange to require SMTP auth whenever the From:
address (or SMTP envelope) is a local one?
Obviously this must not prevent anonymous inbound SMTP from non-domain sites.
