Could you please tell me when MS going to release GLS Cons Localization
layers for AX 2009? and how can I get the RTM or release of that?

The GLS CONs localisations for India, China, Japan and the Thai WHT is
available to download on partnersource as of the 2 February. Select AX2009
SP1 and you will see the available downloads
