Problem with AOS and AX 2009

Hello,
I have got a problem with AX 2009. I upgraded my AX 4 SP1 to AX 2009 but I
cannot start the client, because the AOS ist not running. If I try to start
the AOS I get the message in Event Viewer: "The license information can not
be decoded."
