Mappoint North America 2009 will not reinstall

Mappoint North America 2009 stopped working. Attempting to reinstall this
application the following error message occurs during the installation
process. (Windows Installer - The system administrator has set policies to
prevent this installation).

The OS is Vista Ultimate SP2. The Mappoint ISO image is dated 2/11/2009.
The application is no longer listed in the Programs uninstall/change list so
I was unable to uninstall it. I deleted the Mappoint folder under “Program
Files”. I have deleted many Mappoint registry entries. However, the
installation fails every time with the same error.
What is the solution to address the error message and enable a normal
installation?

I have a similar problem same OS I am the admin and haven't changed any thing
the message i receive is :

Your registry settings for this application were not copied correctly.
To correct these settings, run Setup again for this application from
the location where you originally installed it.
after uninstalling and reinstalling no go.
