How do I tell SSMA to read in my system.mdw workgroup file security settings?
It's unable to import anything because it's attempting to do a native import
as is. If you run WRKGADM.EXE , it currently shows the system.mdw to be used
on a network drive.

perhaps you can just give all permissions to all tables for admin user
before upsizing, only few clicks
