There is already a way for Program admin to change the evaluation. This  
exception is to allow the specified user (student or mentor) to submit  
their midterm evaluation before or after the actual evaluation dates. So  
basically a field on the create/edit evaluation page or a new page where  
Carol can add the list of usernames who have the exception to submit that  
evaluation before or after the actual evaluation dates.
