Job Description Job Summary: The Subcontract Administrator structures and coordinates overall planning, development and execution of major subcontracts to support business unit-wide goals, objectives and expected financial/performance-based results. The Subcontract Administrator will work independently or with a Subcontract Manager on major projects that generally range from tens to hundreds of millions of dollars. Individual subcontracts will typically range between five to fifty million dollars. The Subcontract Administrator will manage third party procurements and subcontract performance management. In this capacity, the Subcontract Administrator will provide leadership to the support teams for the evaluation and execution of the subcontract; for subcontract creation and negotiation of the subcontract with the subcontractor/supplier and overall project management of the subcontract from inception to close-out. Reports To: Director or Manager Primary Duties and Responsibilities: 1.Ensures smooth flow of supply chain processes and complete alignment from tier 1 supplier through tier 1 customer 2.Develops and/or oversees cost, schedule and technical performance metrics to ensure successful and proactive subcontract/project execution 3.Manages critical path requirements and subcontract performance management/monitoring to achieve project success 4.Briefs senior management and customers on status and issues affecting project performance or cost 5.Conducts Phase Gate briefings to senior management at key intervals from subcontract strategy development through to subcontract award 6.Ensures the successful strategy criteria will include negotiating best value pricing terms and conditions, in addition to payment provisions and technical performance requirements that conform to the business units specifications 7.Provides assurance that contract flow-downs are linked from customer to subcontractor and that risk mitigation is addressed and managed 8.Manages or conducts comprehensive RFP development including Scope of Work, data deliverables, technical requirements, and terms and conditions 9.Manages the establishment of subcontractor (supplier) evaluation criteria 10.Crafts subcontract language and provides leadership and procurement expertise in guiding successful subcontract negotiation strategy development 11.Other duties as assigned

Job Specifications: Knowledge, Skills and Abilities: .Technically astute to effectively interface with subcontractor, project team, customer, etc. .Contractually astute for interpretation and education to necessary parties. .Effective troubleshooting skills due to critical business impact potential .Understanding of the market dynamics and key financial indicators .Six Sigma expertise (ability to drive root cause analysis, as well as Lessons Learned programs on a regular basis for all levels of complexity) .Excellent leadership, interpersonal, influential, teaming and analytical problem solving skills .Project subcontract management experience of complex, multi-million dollar projects. (Power generation related projects a plus) .Cross functional or direct experience in Supply Chain, Project Management, Finance, and Engineering. .Process Control Management experience .Managing complex, major impact to the business, programs based on subcontracts in place .Ability and experience to handle multi-year; multi-million dollar; complex subcontracts being performed. .Ability to operate in matrix reporting structure, with multiple outside consultants .Excellent skills in process mapping, software tools, risk assessment .Vision to see total scope of project progress and able to move subcontractor along as necessary to keep progress moving (e.g. vision to detect other critical path processes that could impact subcontractor processes such as another subcontractor) .Articulate in all communication forms (verbal, written, presentation, listening) .Decision making supported by consideration of all aspects of issues

Education/Experience: 1.Bachelors Degree in Business Administration/Engineering or equivalent discipline; MBA preferred 2.Minimum of 7 years of procurement and supply chain experience 3.Minimum of 3 years of continuous experience managing major contracts in a supply chain/procurement capacity 4.SIRIUS/Six Sigma Green Belt certification is a plus 5.Purchasing Management or Project Management certification is desired
