GPS_RAW_INT and units for *DOP

Both HDOP and VDOP are specified in common.xml:RPW_RAW_INT as having
units of cm. The raw HDOP/VDOP readings from a GPS unit are actually
dimensionless. Shouldn't these actually be specified in dimensionless
units? The way the PGN129539 message in NMEA2000 specifies
HDOP/VDOP/TDOP are in 0.01 dimensionless units as either uint16s for the
HDOP/VDOP and int16s for the TDOP. Since this field is dimensionless and
supposed to represent the raw GPS values, shouldn't the MAVLink message
also specify that it's unitless?
