I'm not certain what the actual requirement is, but I'm certain maven 2
does not work. In my environment I've added an enforcer rule to make sure
folks have at least maven 3.0.4... I've seen comments that this all should
work with 3.0.3 but those docs also say they are out of date.

If folks would like me to add this, I'm happy to, if so, what version
should we enforce?

It's a good idea.
3.0.4 is a good choice. We had problems with all previous ones, especially
related to artifact downloads.

Is it better to use the enforcer plugin or <prerequisite> in the POM?

I don't know which technique is best. Just think it's worth doing. FWIW, we
have tested with 3.0.3 and it has been working for us.

My guess is that prerequisites is a better way to go as it will die sooner.

I just added a <prerequisite> requesting Maven 3.0.3 in the
alfresco-sdk-parent.
