why do we need to do backgauging in fit up welds?

what other places ,it is required to do backgauging?

Which specification to be referred?

In double or single  V joint configration without backing plates, if you weld from outside, gouging and grinding is required  up to the sound metal and to be filled with new weld to coform the soundness of the weld.
