Importing Fairfax Connector bus stops

I mentioned this several months ago, but only now have gotten around
to creating an attribute translation file for this data. There are
4023 bus stops, with around 200 already existing in OSM in the same
bounding box that will be manually merged. I've posted a message about
this to imports@. General comments would preferably go to that list,
or to the wiki talk page. Region specific comments such as errors in
the data for bus stops you know about are more appropriate on this
list.
