Another bad Google Reviewer! no matter what we say, some GRs are just killing the entire project, against good local editors, against the common sense, whats wrong?

This reviewer is giving approval to a new user with only 1 SINGLE EDIT  http://goo.gl/1fSRKj , yes, just one despite my denial with clear instruction of Power Mapper / RER, no matter our expertise some Google Reviewers are doing a BAD JOB!!!!!! 

The worst part. The user is a very well know spammer who declared the war to Car Rental agencies all over Costa Rica. 

What we can do to stop the spammer.... mmmm I mean.... bad GRs ?????

What has happened with the policy of GRs? Previously they couldn't deny anything, first they were requesting more information, asking to undo the edit, etc. Now they just deny even good edits.

For example Ruth denied my edit of Aghdam/Akna , leaving a standard comment about their resources. Doesn't he(she) know, that in Nagorno-Karabakh all the names except Armenian and Azerbaijani shouldn't have a type Primary, only Obscure according to this rule? If she doesn't, why he/she and other GRs make reviews in this area?
