Are you printing from the map window or a layout window?  Does the printer driver you are using have any preset page sizes?  You could try ANSI D and see if that works.  What pdf driver are you using?

The pdf driver you are using is Adobe 8.  There are other drivers out there to try, doPDF, PDFcreator, or cutePDF which might give better results.  Are you trying to print from a map window or a layout window?  If it is a layout window, make sure that the paper size you want for the output is the size that the layout is using.  You can change it using file-page setup.

Another approach is to load a printer driver i.e. the Tektronix Phaser 600 and print to a file.  Then distill the output file into a pdf.

You need to set the paper size of your PDF printer driver to match the size of the paper you want to print.
You should be able to see the size in the layout, where page breaks are marked with dashed lines.

Have you specified the paper size on your printer driver?
