It turns out there's some history with this issue. We introduced this
"Try publishing" option before we had an automated process that
reviewed all edits that couldn't be published (due to their dependence
on other, pending features). We now have such an automated process
running every couple of hours, which renders the "Try publishing"
option pretty much obsolete. In fact, the "Try publishing" option now
only displays in cases where the automated process fails, in which
case the manual publish attempt will also fail.
In the example that Rich posted, the process is hitting a data error,
meaning that some of the data are corrupt and we need to fix those
issues before the feature can be published.
In the example that Gorio posted, there is a dependent edit that needs
to be published first:

Since that dependent edit has been moderated, you'll now be able to
moderate the feature in question.
In summary, you guys are absolutely right that "Try publishing" now
does nothing! Apologies for the confusion & we've queued up an action
item to remove that option.
