when I try to add or a road in the middle of this page (along the road
seen in imagery):

I presume there's a problem with the data in that area, is it possible

same problem again in a nearby area; basically we can't drawn any road
due to that error. Without a solution/workaround, the map remains
empty near the border with Bulgaria (and these are national highway
roads!).

Have you tried multiple times? Try just a bit below DN54 road that's
already crossing the page originally linked. FYI, the existing road
was NOT drawn (not possible due to that error) - instead I tried to
extend a nearby road section by moving the intersection. However, this
is not a good workaround, since the resulted section is too long and I
can't seem to be able to extend it afterwards (I always get the new
road dialog).

I was mapping North Korea last week, then recently someone change the
shape of the country, which is the base of all other editing, and move
it to the middle of Pacific.
Since there's no country on top of the area I tried to edit, it can't
generate a valid address of the item, that's why it said "no valid
address".
I also noticed that Brazil & Georgia has been moved to Pacific also,
but today they already back to where they were. Still waiting for
North Korea to move back to original place.

Try to search "Romania" and you will see a "country" item, zoom in
carefully to the area you can't map.
Now you should see the "Romania" polygon is simply not covering the
area you want, so there's no valid Romanian address.
Since the country item is locked, you may report an error to that
item, hopefully someone in Google can fix that for you.

I also figured out it's related to the shape of the country, however I
*can* map outside the country polygon, so even it's a border-related
issue, I can't point out exactly how. Maybe the error appears only
when the entire map tile is outside the country, I don't know.
Anyways, the issue remains and I expect some feedback from Google
team, since they seem to be a bit active lately. Thanks for confirming
it, though.

Yes, we had an issue with the polygons for the 4 new countries that
were opened for editing last week. The issue has since been corrected,
they country polygons should be back to normal and you should no
longer get this error.
