Conversion between Woods and Forests should be allowed.

Hi.
In Romania we try to draw our country as realistic as possible. Some
of us started drawing forests and woods. Of course some of us
interpreted differenly the meaning of woods or forest and in some
places the type of polygon must be changed. And the software does not
allow this conversion. Most of the drawings are good drawings and it
would be unpleasant to delete a good work.

This must be woods. The drawing I think is mine and it is made at the
begining when things were not very clear for me.

It would be great to alow this change (woods to forest and forest to
woods).

I forgot to mention that most of this mistakes are made because in
romanian language Woods and Forest are the same word "pădure" wich can
be missleading for beginers.

The options of changing category are very limited at the moment. However you can vote the issue to bring it in upper level in issue tracker to get resolved sooner.
