Example, if I were defining a building as the 'Department of Medicine'
at 'Blah University', should I name it 'Blah University - Department
of Medicine' or just 'Department of Medicine' since the compound it is
enclosed it is marked 'Blah University'

Hi,

You need to draw a polygon shape as University and Ground selected. Then you can either mark the department buildings with polygons or POIs depending on their size and area covered. Also don't forget to choose Building for buildings marked.

Mark the buildings only as "Department of Medicine" if that is the
name of the building.
